The Singapore Police Force’s (SPF’s) Public Entertainment Licensing Unit

Attention! Did you know that SPF has recently issued an advisory detailing regulations on prizes offered at amusement centre and fun fairs? These new restrictions will take effect from 1 March 2024, this long interim period was established in response to operators’ request to SPF. Operators requested for a transition time period long enough to successfully implement the new SPF regulation’s updates.

New SPF Licence

If you’re a business owner operating cranes/game machines or a vendor planning to introduce these machines at fun fairs, please ensure that you possess the necessary licences. Otherwise, you might face the risk of a conviction and be fined up to $10,000; as we all know, Singapore has been referred to as A Fine City countless times.

Exceptions to the New Licence

Fortunately, there are several exceptions to recreational occasions and events that do not require a licence, making it easier to enjoy and host most cultural and entertainment events. These exceptions include sing-song (getai) and classical instrument music performances, events (fashion shows, beauty pageants, bridal exhibitions, and carnival games at fun fairs) hosted at hotels or shopping centres. 

Provided these events abide by certain conditions set out by SPF. These conditions include:

  • 4 or fewer loudspeakers are present
  • The event commences no earlier than 11am and concludes no later than 10.30pm

As long as your event meets the conditions set out by the SPF, they can flourish without the need for additional permits. Please look through the rest of the exceptions, beyond those listed here, as it will allow you to enhance the accessibility for communities to celebrate and showcase their talents while keeping within the regulations set out
by SPF. 

Upon clicking into the link, you will notice that there are indeed several exemptions in place. If your event falls under the exemption, there will be no need to file an application incurring a fee of $11. Imagine forking over $11 simply because you overlooked the exception list and its criteria. Application Documents

Furthermore, it’s important to note that the two types of documents, namely the list of Crane/Game Machines and URA Land Use/HDB Lodgement, should be submitted in PDF, JPG, GIF, DOC or DOCS formats, with a maximum upload size of 2MB per application. Applications with unsuitable formats and upload sizes will be rejected or unable to be submitted at all.
